PM Forms Committee to Extend FBR’s Performance Model Across Federal Government

ISLAMABAD, Apr 23 (Alliance News): Prime Minister Shahbaz Sharif has formed a high-level committee to replicate the Federal Board of Revenue’s (FBR) newly introduced performance management system across all federal ministries and departments, marking a major shift in how government officers are evaluated.

The decision follows the success of the FBR’s digitized evaluation model, which has replaced the long-criticized Annual Confidential Report (ACR) system for officers in Customs and Inland Revenue (Income Tax) services.

The reformed system emphasizes merit, integrity, transparency, and graded accountability.

The committee will be chaired by the Finance Minister and includes key cabinet members, federal secretaries, the Auditor General of Pakistan, and two HR specialists from the corporate sector.

As per a notification issued Tuesday, the committee has been asked to present its recommendations within 30 days.

The panel’s terms of reference include reviewing the framework and results of the FBR model, assessing its scalability to other ministries, identifying required legal and administrative reforms, and developing standardized templates and feedback mechanisms.

It will also propose a phased rollout plan, starting with pilot testing in selected departments.

The FBR model has introduced biannual assessments and a graded scale (A to E) for officer performance, with each category representing 20% ​​of the workforce. Unlike the previous system where almost all officers were rated “outstanding” or “very good,” the new structure ranks only 40% in top tiers based on measurable integrity and work output.

The reform also connects financial rewards to performance, ensuring only top performers benefit from incentives, aiming to end blanket promotions and favoritism.

The PM’s decision is being viewed as a significant step towards civil service reform and institutional efficiency, with hopes that its implementation across the government will boost accountability and public trust.
