ISLAMABAD, March 26 (Alliance News): The Council of Islamic Ideology (CII) convened a session on Wednesday, chaired by Dr. Muhammad Raghib Hussain Naeemi, to deliberate on 19 agenda items, including a proposal for a human milk bank, organ transplantation, and Islamic terminology.
Four experts from the Sindh Institute of Child and Neonatology briefed the council on the human milk bank initiative, addressing 33 queries from members. The council decided to conduct further research before presenting a final verdict in the next meeting.
Regarding organ transplantation, the council ruled that kidney and liver transplants are permissible as long as they do not endanger the donor’s life.
The council emphasized that Islamic terms such as Salah, Ayah, and Masjid should be retained in Arabic rather than being translated into English.
It also stressed the need for raising awareness against electricity theft and ruled that new employees may be required to join the contributory pension system, but existing employees cannot be forced into it. Pension funds must remain interest-free.
The council decided that premarital testing for thalassemia and contagious diseases may be included as an optional clause in the Nikahnama (marriage contract). However, the decision to marry remains solely at the discretion of both parties under Islamic law.
It ruled that granting a first wife the right to annul her marriage if her husband remarries without her permission is un-Islamic.
On Zakat funds, the council recommended timely distribution but stated that if delays occur due to administrative reasons, the funds may be placed in Islamic bank accounts, with the government liable for any losses.
Reiterating its stance, the council deemed the KP Transgender Bill to contain un-Islamic elements, similar to the 2018 Transgender Act, which was rejected by the Federal Shariat Court. Concerns were also raised over the bill’s inclusion of the Guru-Chela (mentor-disciple) concept, which was labeled un-Islamic.
At the end of the meeting, prayers were offered for the late mother of Chief of Army Staff General Syed Asim Munir.
