Young Parliamentarians Trained to Strengthen Legislative Oversight

ISLAMABAD, Jul 4 (Alliance News): The Young Parliamentarians Forum (YPF) of the National Assembly on Saturday launched a two-day workshop on Post Legislative Scrutiny (PLS) in Islamabad to strengthen parliamentary oversight and improve the implementation of laws through evidence-based policymaking.

Organised by the YPF in collaboration with the Shaoor Foundation for Education and Awareness (SFEA), the workshop aims to equip lawmakers with practical tools to assess whether laws passed by Parliament are being implemented effectively and achieving their intended objectives.

The initiative aligns with the vision of National Assembly Speaker Sardar Ayaz Sadiq to promote stronger governance and institutional accountability.

YPF President Syeda Nosheen Iftikhar inaugurated the workshop, highlighting the importance of institutionalising post-legislative scrutiny to enhance Parliament’s oversight role and improve the quality of governance through informed legislative practices.

The opening session was attended by Members of the National Assembly Raja Osama Sarwar, Shaista Khan, Babar Nawaz Khan, Akhtar Bibi, Syed Shah Ahad Ali Shah, Shamaila Rana, Miqdad Ali Khan, Sadaf Ihsan, Danyal Chaudhary, Makhdoom Zain Hussain Qureshi and Neelum Kumari, along with SFEA Chairman Ali Hameed.

Welcoming participants, SFEA Executive Director Raja Shoaib Akbar underscored the need for knowledge-sharing and collaboration to build stronger legislative institutions.

Special Secretary (Special Initiatives) of the National Assembly Secretariat Syed Shamoon Hashmi conducted technical sessions covering Parliament’s oversight responsibilities, global best practices in post-legislative scrutiny, legislative evaluation methods and practical approaches to assessing the implementation and impact of laws.

Participants also attended an interactive session on the Federal Budget 2026-27 and youth-related challenges, led by CPDI Executive Director Mukhtar Ahmad Ali.

The discussion focused on Parliament’s role in addressing emerging national issues through effective budget oversight and legislative action.

Concluding the first day, Syeda Nosheen Iftikhar said post-legislative scrutiny would enable Parliament to move beyond passing laws to ensuring their effective implementation, thereby improving governance and strengthening democratic accountability.

She also acknowledged the contributions of National Assembly Secretariat officials Raja Muhammad Ali, Syed Arslan Kazmi and Arsalan Kiani for successfully organising the workshop.

The recommendations developed during the workshop are expected to strengthen parliamentary committees, improve legislative oversight and promote a more transparent, responsive and citizen-centred legislative process in Pakistan.
